Someone has already taken Dinner Party which is my all time favorite. My close second would have to be "Stress Relief" where Dwight starts the mock fire that actually turns in to a real fire and gives Stanley a heart attack.
When Michael and Dwight are in David Wallace office at corporate to discuss what happened, after a tense conversation Michael walks around the room and looks out the window "Ah.....the city". It gets me every time.

Scott's Tots has to be the most cringe worthy of all episodes. And, part of what makes The Office and, in particular, Michael Scott great is how much he can make you cringe during the show.

It's definitely in my top 5, maybe #1.
So many great lines to go along with a completely ridiculous overall plot:
"It's only Meredith."
"Oh I am taking responsibility. And it is up to me, to get rid of the curse, that hit Meredith, with my care. I am not superstitious, but I'm a little 'stitious."
"Myth: Three Americans every year die from rabies. Fact: Four Americans every year die from rabies."
"Man what a day, huh? How could it get any worse? The computer crashes, with the porn. And then Meredith with the accident. And then, Sprinkle. God. That's three things. I'll tell you what's going on. This office is cursed. And we have to do something."
"It happened this morning in the parking lot. I took her to the hospital. And the doctors tried to save her, life, they did the best they could. And she is going to be ok."

...looking through the list of episodes on Wikipedia, I'm just thinking, "and that's another great episode, and that's another great episode." It would be difficult to pick my top 10, because there are so many good ones.
