Fletch: Why are the cops always picking on Gummy?

Is this ever explained? Remember the scene under the bridge, Fletch breaks the cop car window and the cops ignore it and nab Gummy?
I don't recall this ever being explained, and the Gemini explanation doesn't make any sense to me.

It is all explained in the movie, on the beach, when Fletch is disguised as a bearded hippy skater.
Fletch figures out Gummy and Fat Sam are in cahoots with the police (and the police chief) in the drug trade.
That's why he brings them both to the newspaper office to get their statements.

That makes LESS sense. If Gummy is in cahoots with the cops for the whole operation, why would they be targetting, harassing, and beating him?

In public, when they go get him to work out their side deals, they have to make a big deal out of harassing/beating/arresting him so that no one is suspicious. They can't just roll up and say "hop in gummy, let's talk"

Because they own him and want to keep him in his place.
