While technically from different cahntries (Balki from Mypos and Borat from Kazakhstan), there seem to be a lot of similar themes (and, even accents).

There was a Turkish immigrant Major Cagri that became one of it not the first internet celebrity back in 1999 when his peculiar web page went viral. Borax is a complete ripoff of this guy. Only real ones who were online in 1999 know this

Balki was pretty much an updated Latka from Taxi aka Andy’s Foreign Man routine. I see Sasha ripping off Kaufman far more than Balki, including a lot more than Foreign Man.

Probably was influenced more by Andy Kaufman's Latka from Taxi than anything for Borat.
