Adam's HOH so he can't. Rachel won POV so she can't go up. What happens?
They all participate in the veto competition. If Rachel wins the veto, then she would keep the nomiations the same and she gets the lone vote to vote out Porsche or Jordan.
Adam can play the veto. If he wins the POV, then he can keep the nominations the same or take Porsche or Jordan off and put Rachel up there.

I understand now, but that sucks. If Rachel wins the power of veto, she can't use the veto? That's weak, but I guess that's the only way they could make something work with 4.

Why would she use the veto? To put up herself?--you can't do that.
Winning the veto in a house with 4 if you're not nominated just assures yourself that you won't be going up. I mean what else could you want? That's how the numbers work....
If Adam (HOH) would have won veto, the person who he originally didn't nominate (Rachel) would still have the sole evicting vote. He could have also used it on Jordan or Porsche and put Rachel up, and whoever was taken down would have the sole evicting vote.
Porsche won veto, so she'll take herself off the block and Rachel will be the replacement nominee.
Not sure I follow your argument on why Rachel can't "use the veto" and why that's a problem? I mean she could have technically "vetoed" Jordan because she wouldn't vote to evict her. It's the same concept.
Adam is no longer in control of who goes home. He doesn't get a vote AT ALL. The veto winner (Porsche) will vote to evict either Rachel or Jordan. And she's said she will evict Jordan because "she has won it before," but I wouldn't be surprised if she's just saying that. She knows she probably can't beat Rachel in the final HOH.
