They were going to call her flashback episode "Oracle", so I'm pretty sure that is how the showrunners view her. I fully expect a Black Canary, Felicity, Huntress team up for a Birds of Prey episode at some point.

I think at one point there were talks to have Hartley appear on the show in a cool little easter egg. There was gonna be a scene where Oliver is watching a movie that was made about him being shipwrecked with Justin Hartley playing the role of Oliver.
I dont know how close it was to happening or if it was all just a rumor, but I think it would have been pretty cool and a nice wink wink to the fans that watched Smallville.
