Historically? The Saints used a first round pick for punter Russell Erxleben in 79.

But then you have Johnny "Football" Manziel who was his own worst enemy.

Johnny Manziel wasn't even the worst 1st round pick by the Browns in that draft. Justin Gilbert at #7 was a disaster. Neither even made it 4 years in the league. That was the height of Cleveland Browns disfunction.
