The rule is targeting a defenseless player above the shoulder. The helmet to helmet thing is a clear indicator but not the point of the rule. You can hit a defenseless player in the head with your shoulder and be ejected for targeting.
It is remarkable how many people don't understand this. It happens literally every time a player is ejected for targeting on this board.

Contact was initiated with the shoulder to the chest...helmet to helmet was incidental.

I think the defenseless part is what they used, not location of hit.
I think it's a bad call. As IMO he had made a play to chase the carrier.
