Why is a stiff arm okay but hands to the face a penalty?

Why is it not just a face mask penalty? Seems like a rule made up just so there’s more rules.

Making hands to the face legal would get someone seriously injured very quickly.

A stiff arm usually isn’t used to bring a guy down. Using the face mask to bring your entire body weight in my opinion is a lot more dangerous than what usually happens on a stiff arm to the face mask. How often does the offensive player drag the defensive player down with all of their weight?

Ive seen it. It should be a penalty for any player to pull another down by the facemask.
Likewise for defense, if they don’t actually grab the mask, I rarely see it being penalty-worthy.
