Why do more CFB teams play outside than inside?
The cities foot at least a portion of the bill with a pro football stadium, and you can't play other events without a Dome. Cities like Atlanta and New Orleans wouldn't be able to host the Final Four without a Dome, and it's the reason Charlotte will never host.

That's also why most pro teams are going with retractable roofs. You get the benefit of playing outside for football, but you can host more events.

the other smaller programs are typically not in large metro areas

I wouldn't say Syracuse and Idaho are in "large metro areas" and they have domes

well, the Kibbie Dome is more like a shed with a football field in it, but still

There are a few FCS stadiums that play indoors:

Northern Arizona

North Dakota State

Idaho State

Northern Iowa

It makes sense for some of the northern schools to play in domed/indoor stadiums due to the weather in latter months of the year. Also, Texas-San Antonio is starting it's team this year and will play in the Alamo Dome.

Notice how small those domed stadiums are too.

Well, they are FCS schools. The indoor stadiums they have are multi-purpose for the most part, allowing year-round use. FBS schools are, for the most part, much larger with better funding and fan support. They can afford the luxury of single-purpose facilities for their sports.

ETA: Add North Dakota to the list as well.

Yeah that's what I was getting at - it is cost effective for them.
