Why doesn't the players in college football wear knee pads any more? Is their a rule?

Just turned it to the Oregon game. And it looks like they're wearing short pants..

Announcers mentioned in the Georgia game weeks ago they are required to be able to be pulled over the knees in pregame inspection but afterwards it doesn’t matter where they wear them

Short shorts made a comeback in basketball, wonder if big pads will one day make a comeback in football. :/

Knee pads don’t really do anything except slow you down.

I mean it's not really helping. Most offensive linemen wear braces anyways, so kind of odd to think knee pads can go over them.
