Its an honor thing. Usually if you cheap shot someone or lay out a a star player there is retribution. Its a common intimidation factor as well. There is also a clearly defined code in hockey as well.
You don't keep swinging when your opponent is in a compromised position, usually both parties agree to the fight, you fight someone your size/fighting ability.
If you let the players police themselves there is a lot less stick work, headshots which really lead to severe injuries.
Its also really tiring being in a hockey fight, maintaining balance, tying up, throwing punches takes a lot out of you.

The same people who say hockey sucks and is only good for the fights are probably the same ones who say soccer is "gay."
I'm not even a soccer fan, but I appreciate the toughness and intensity of the game. I've never seen one live, but I've heard it is amazing. Plus, Olympic soccer is the shite. Go USA.
