elaborate
A "partial qualifier" is eligible to practice with the team at its home facility and receive an athletics scholarship during his or her first year at a Division I school and then has three (3) seasons of competition remaining.
A partial qualifier may earn a fourth year of competition, provided that at the beginning of the fifth academic year following the student-athlete's initial, full-time collegiate enrollment, the student-athlete has received a baccalaureate degree.
In order to be considered a "partial qualifier", you have not met the requirements for a qualifier but you're required to:
Graduate from high school;
Present a grade-point average (based on a maximum of 4.000) and a combined score on the SAT verbal and math sections or a sum score on the ACT based on the following partial qualifier index scale. Partial Qualifier Index
Core GPA ACT-New SAT-Old SAT-New 2.750 & Above 59 600 720 2.725 59 610 730 2.700 60 620 730 2.2.675 61 630 740-750 2.650 62 640 760 2.625 63 650 770 2.600 64 660 780 2.575 65 670 790 2.550 66 680 800 2.525 67 690 810

Basically, Nebraska would let nearly anyone into their university if they were good enough and they would basically get a redshirt and get full 4 years of participation.
They get to practice with the team and the whole bit.
There were other mechanisms that Nebraska used, but this one is the most often cited.

And the county scholarships.

That's what I was referring to at the end.

Please, Nebraska would have steam rolled that media created Michigan team

Tom Osborne is another media darling that doesn't stand up to a lot of scrutiny. Nebraska through the first part of Osborne's tenure was known more for falling short on the big stage. Fans in Lincoln were getting restless. So, what does Dr. Tom do? Starts raking in every criminal and degenerate he could (Phillips, Peters, etc) and eliminating any semblance of academic standards. He played in a league with only one legit threat - Oklahoma. Win that game, and he's in the Orange Bowl.
I laugh how the history of the Big 8 is "Barry bad, Tom good". Hell, at least Switzer owned it.

John Wooden was 64 when he retired, and he lived another 35 years. Can you imagine what he could have done at UCLA if he realized he had that long to live?

Nubs would of opened up as a 8pt favorite if they had played michigan that year. And most books expected it to get into the 10-13 range quickly

Tom lived off a soft schedule. He only had two games per year that were in doubt. He also used the no scholarship limit to it's fullest. He would give scholarships to kids who would never play a down but keep those players out of the hands of opponents.
On the plus side, Tom was the first guy to actually research strength training when Nautilus came out. Notre Dame went whole hog for it. Tom did the studies and proved that free weights rule.

All jokes aside, he retired because of heart issues.

I don't think Coaching football till you are 65 will cause that.
Not nearly as many blows to the head as playing
