Why are basketball refs so inconsistent with calling fouls in the inside game?

Any avid watcher of CBB will know what I am talking about. Either every little bump under the rim is a foul, or players are allowed to mug excessively. There is never a balance. It is incredibly frustrating.

I assume you are talking about the "lead" or baseline official
It is incredibly difficult to decide advantage/disadvantage when they are that close to you, that close to each other and playing very aggressively
The center official is the guy that is supposed to help the lead clean up the inside because he is looking across the floor
The trail shouldn't be looking in there at all

i just think the job of basketball refereeing is borderline impossible. it is certainly frustrating as a fan to watch a game and see certain things get called and then later in the game, the same thing happens and is not called. i cannot stand when possessions late in the game are given 1000x more freedom than earlier in the game. you HAVE to call a consistent game.
it has gotten to the point where i have no clue about a charge vs. block. i know they kinda took away the "start of the upward motion" rule this year in regards to that, but it's still impossible to call.
i find myself wondering what constitutes a foul and what doesnt in every single game i watch. i often have no clue how to discern between a foul and good defense. offensive players are consistently rewarded for initiating contact all over the court, not just in the post.
again, the job is impossible and i have no actual, realistic suggestions for improvement, which is frustrating.

All refs have shite jobs because most of the hard calls they have to make are subjective..

Which most people understand I think.
The real issue, at least in basketball, is when the ref tries to reestablish control of the game down low and starts calling ticky tack fouls after letting the big men play all game.
Its just about consistency.
