In the SEC I think UF has more than double the number of championships than any of school.
Nope, not even close. If you're looking at team sports:
LSU has 42
Arkansas has 41
Florida has 220 individual titles (10th overall)
LSU has 180 (14)
UGA has 166 (15)
Auburn has 144 (21)
Tennessee has 139 (23)

Which University has the best overall athletic program - only counting football and basketball - because that's how it won't be a PAC 12 program.

Otherwise, all things being equal...it's Stanford followed historically by UCLA and USC it's NOT EVEN CLOSE. (And I hate that phrase but it's true.)
Just look at the Directors Cup the last 20 years.
UCLA and USC and Stanford most national titles.

OSU is pretty stout overall, especially synchronized swimming

You forgot Tennis and water polo.
They make a living in Men's Tennis and Men's water polo. And golf. Home of McEnroe and Tiger.
And pretty good in baseball last 25 years. 2 Titles, 3 runner-ups.

+1
And there is absolutely no way that Eastern Washington has a better overall athletic program...not to mention some of the other on that list above OSU.
And where is Texas?

I too think that Florida probably is the best overall.

Florida over Texas because they are better at basketball.

Florida for me, and I don't think it's close. They have all three of the major sports.
Three major sports? There's football and men's basketball. There is no third major sport that I know of. That's why football and men's basketball are governed by different rules than all the other sports.

Florida (based on relatively recent history)

Exactly.
The question and title of this thread (I'll repeat it for the knuckledraggers here) is:

Which University has the best overall athletic program?
OVERALL means ALL sports, not just cherry picking two or three which will make your favorite look better.
