re: What NFL teams in the 1990s would've went to or won a Super Bowl if they had a true #1 WR?

Check your facts. The Mora era/Dome patrol Saints owned the AFC. They went 4 plus seasons without losing to an AFC team. 49ers were their divisional kryptonite.

Cowboys started dropping off when Harper left. They never really replaced him so defenses could key on Irvin . Then Moose left and he wasn't replaced by anyone special.

Dan had WRs. He needed a run game.

The Kansas City Chiefs. Their best receiver for a number of those years was a fullback (Kimble Anders).
Got to the AFC Championship game in '93 with an aged Montana's receiving corps consisting of Tim Barnett, Willie Davis and JJ Birden.

True on Emmitt, but I still would not mind having Irvin,Harper and Novacek.

I think this is absolutely true. Some people may say we didn't a have a QB with an arm but just look what Bobby did once he went to Atlanta. He sling the ball all over the field.

The Bucs possibly. We had 4 hall of famers in their prime on defense. Offense was always lacking though
