As seen in the Lions Falcons game, it also simulates what would happen if there were no stoppage of play. Lions got hit with the 10s runoff even though they did nothing wrong.

No 10 second runoff actually would have screwed ATL.

A team with a timeout can choose to use it to prevent the runoff.

Because it would also apply in a situation where a play was thought to have stopped the clock but on review didn't (ie a player looking like they got out of bounds but on review being found to have been down inbounds).

The rule makes sense. However, it will fricks some teams because, like many NFL rules, it keeps officials from using their discretion and common sense.
