As seen in the Lions Falcons game, it also simulates what would happen if there were no stoppage of play. Lions got hit with the 10s runoff even though they did nothing wrong.

I didn't get the outrage there. No chance the Lions would have gotten another play off if the refs called him down instead of a TD. Everyone said the Lions were screwed, but not doing the runof would have actually screwed ATL whereas DET was left in the same spot they would have been if it were called correctly the 1st time.

The rule robbed Detroit of a win, lol

The rule gave the same exact result as if the play were called correctly originally, so DET wasn't screwed at all.

No 10 second runoff actually would have screwed ATL.

And is the rule only in effect if the team is out of timeouts?

A team with a timeout can choose to use it to prevent the runoff.

Did they get a 10s runoff without committing a penalty?

Because it would also apply in a situation where a play was thought to have stopped the clock but on review didn't (ie a player looking like they got out of bounds but on review being found to have been down inbounds).

The rule I can't stand is allowing teams to call consecutive timeouts before the ball is snapped, such as icing the kicker with 2-3 timeouts in a row.

In the NFL that's a 15 yard penalty. The NCAA should adopt this rule as well.

The rule makes sense. However, it will fricks some teams because, like many NFL rules, it keeps officials from using their discretion and common sense.
