That rule doesn't come into play in this instance.

Condensed version of the 9 yd rule:

Sub has to go inside the 9 yd mark after the RFP. He doesn't have to stay there; just be past it at some point. That prevents a sub from stepping onto the field from the bench and hiding out.

Player that participated in the previous play has to be inside the 9 yd mark at some point after the play and before the snap.

Hash marks are just for spotting the ball.

Thurs we'll know what the conference has to say. As far as Carroll bitchin' about the penalties, every one I saw was deserved. SC players acted like punks. Unless his safety changes his ways, he'll get an ejection, and or suspension, before the end of the season.
