Afternoon gents...
So I have a rules question/point of discussion for you:
Twice recently in a tournament a fellow competitor was on the green, and upon addressing his ball with the putter it either moved or wiggled. In one instance, it was apparently caused by the wind, in another he indicated he "might" have accidentally brushed it. In both cases, it was agreed by the others in the group that there was no penalty.
I know this rule has changed recently (somewhat regarding the mishap Webb had at the Zurich) - so is this true? Basically if you address a putt and something happens, no longer a penalty??

I'm no Stash, but I think there has to be an "attempt" to make a stroke for there to be a penalty. I know this is the case off the tee. I'm not certain if that transfers to the green or not.

Penalty unless it can be determined that the golfer did nothing to move the ball.
So on a flat surface with no wind, penalty. On a slope or with wind. Non penalty and ball is played from new location.

Yeah it was interesting....in both cases I could see an argument for it being a penalty...but the competitors both seemed convinced that it was not and with it being a gentleman's game and all I was ok with that
However, it got me thinking about the new rule and I think I will have to read up on it

I've had it oscillate after addressing it. Presumably bc the green was uneven and all. Just remark and proceed without penalty.

on good golf courses the green complexes are rarely "even", so really it is the essence of the rule

Basically the new rule is don't make contact with the ball at address and you won't have an issue.
