I just had this ruling in a tournament last month.
If it is not certain that the wind caused the ball to move, the player is penalized one stroke and the ball is to be replaced to its original spot. If the wind or gravity moved the ball then there is no penalty and the ball is to be played where it stops (even if its closer to the hole).

It also does not really matter if the club is grounded. If you address the ball and it moves - its a penalty and the ball needs to be replaced (unless it is certain that wind or gravity caused the movement)

the two parts in bold seem to contradict one another...I honestly thought it should have been a penalty in one of the two cases for sure...but the rest of the group was convinced no penalty regardless

So if you ground it, and you're certain it's the wind that moved it, play on/no harm no foul?

Grounding it has no bearing on anything outside of a hazard

How?? If the wind moves the ball it's no penalty and the ball plays as it lies. Any other time, its a stroke and the ball needs to be replaced.

But in my opinion, guys were using the wind as an excuse and I am uncertain as to whether it had a factor in either case

IMO, if you don't touch the ball at address and it still moves, you shouldn't be penalized

If you put the putter behind the ball, and don't set it on the ground, that's address? What if you're a foot behind it looking at the line thinking about the putter's path through impact? Was that addressing the ball?
