You can't look at that and say without a doubt that the shin didn't touch the ground. They'd end up reviewing it, and then say the play stands.

My guess with the TD play is the guy in the booth was still debating whether to stop the play but didn't buzz down because FSU was in such a hurry and then either the "rules expert" is wrong about still being able to review the call or the review guy in the booth didn't know about the rule.
