In st. Petersburg Russia today and had the message come across the iPhone from USA Today about the incident. Sad to say the least and even sadder I jumped into TD.com to get more news on the incident. Sad that I consider TD.com to be my ultimate sports news location lol

Yes they would. But if you have the opportunity to get clear of the wreck and to a safe place AWAY from the driver that is circling around, then your chances of survival are much better.
If you run into the path of the driver to yell at them you may lose your life. Is it worth you losing your life over? Just get clear and deal with it later.
