Why doesn't there seem like there's ever any rhyme or reason how UFC puts together their cards? The early prelims seem to have more names than the prelim card.

People keep mentioning weight as a possible reason why Arman pulled out, but if you peeped that dude's physique, getting busted for some serious PEDS would be my bigger concern.
