It’s not part of LHSAA. It’s a separate organization that runs that. There’s also another 8 man organization with north Louisiana teams .
But yeah it’s definitely an enrollment thing for those schools vs participation levels

I was on a team that made deep playoff runs each year I was in HS. I rarely got in the game. I would rather have been a starter on a losing team.

Ohio also isn’t a very urbanized state when you analyze its population distribution. Lots of small towns that lack a particular demographic often required to field good teams.
