There is absolutely no consistency in targeting calls. If the one in the Utah st. Game last night was targeting, that was definitely targeting.

I don't think that was a good call and I think discretion should be used where possible.. but it at least met the criteria. Forcible contact delivered to the head or neck and the receiver had not had time to protect himself.

I'm just not sure it was actually 'forcible'.. it didn't look bad at all full speed.
