Link for two schools committing the EXACT same crime and receiving different punishments?
Your arguement would have some validity if this were the case, but it is not. USC was the first school to be caught in that specific situation so there was no precedent to follow. No school has been caught in that situation since then, so there is no way to know if USC's punishment was too severe.
