Or the offensive player mugs the DB down the field, disengages by pushing off, and the ref throws the flag on the DB. That is the classic NFL ref move.

Any time you bring in subjectivity, it decreases consistency
Which hold of the arm, shoulder, or jersey changed the timing or ability of the receiver to catch the ball? Which one would have been more beneficial to which team? Which team relies more on passing the ball?
Why does an official have to be a determining factor when he inevitably can not keep these non-calls balanced in their effects on the outcome?
They should decide what is allowed and what is not, and when you see something not allowed, throw a flag.
