I thought he did take an unplayable. His ball was deep in there and that was 2 club lengths from his ball. Think he chose to drop and not take relief from the path because he had a window to the green from there

I believe his nearest point of complete relief would have been back in the bushes. Out of bounds was on the other side the bushes.
