The late hit was caused because the defender got pushed into the qb. But I don’t feel bad for Wisconsin because the DB that hit the Oregon guy in the back of the helmet in the scuffle.

I don't see how you throw your hat yet still only call one penalty.
Only thing I can think of is they waived/ignored the second hit by Wisc and the reaction shove by Oregon to avoid having offsetting penalties.
