I love that the OP listed three Pac-12 schools, as if the whole conference is in decline, when it is probably the second strongest conference in the nation right now.
ACC - Miami's decline is now complete, so I'd say Virginia Tech
Big 10 - Nebraska (Michigan's decline is now past tense)
Big 12 - TCU, maybe Texas depending on their hire
Pac-12 - USC
SEC - Florida
Though I really don't like the whole "program on decline" label. First, it requires you to be real good in the first place, and we're so often wrong about whether declines are one to two year rebuilds or genuine decline. I think Nebraska's problems are genuinely systemic, so this is a new reality for them, and Miami's decline has been so thorough that they won't ever be what they were.
Bama is about to decline for the simple fact that pretty much anything is a decline from their past 5 years.

TCU is coming off a recent Rose Bowl victory...now look where they are at? They were winning 10 games a year and now they are medicore.

I'm not really sure this one applies, they had horrendous luck with injuries this year. Damn near all their offensive skill position missed time or had season ending injuries.

Yeah, I think Georgia going 8-4 with a near Biblical rash of injuries demonstrates the overall health of the program, not decline.

TCU has been average at best. They have always played a weak, weak schedule. If I think of top programs TCU never comes to mind

an adjustment period for sure but 5 to 6 years from now will really be telling. WVU facilities and recruiting have gotten better since the move.

Yes. TCU had 10 win seasons for nearly a decade and finished No. 2 in the polls in 2010. Now they're barely .500
