The simplest explanation is probably the correct one
It was probably covered up by a combination of inertia and the closeness of Sandusky to Paterno making him hard to out as a pederast
The combination of denial and a desire to avoid an ugly scandal seems very similar to what the catholic church saw happen on their watch

They kept it quiet and let him retire with dignity after the '98 incident. They knew he inappropriately touched a boy in the shower. 4 years later he's caught in the same shower raping a boy. If it got out that they knew that Paterno and everybody else would have been forced out then.

The boosters of Penn St football and the donators to the Second Mile charity are mostly one and the same. The school pushes boosters to also be involved in the charity.

it is worse now than it would have been then... but it would have still been a grade A scandal
This is a guy who had been with PSU for over 30 years, allegedly a valedictorian of his graduating class, a player, a coach, a coordinator, and the presumed successor to Joe Pa as head coach when he stepped down
And you have to think as the story unravels teh stories of abuse will go back to the 70s or earlier. Yes, it would have been better to get ahead of the story and not cover it up - but no it would not have been a small thing if it was discovered and punished in 1998 or 2002

Second Mile has a dinner about 10-15 minutes from where I live every year and Sandusky is usually there but he wasn't this past year.

Sounds like it may not matter what they think, and Joe knows he is out. He has to accept some culpability in the enabling of Sandusky for the last number of years in order to save any part of his image. You think he'll do this?
