2. That's entirely too close to blow the whistle on.

I saw that same play happen two other times this weekend both other times the play was allowed to finish. But tom gets the whistle

I think that might actually be incomplete, but you cannot blow your whistle there. Way too close to call.

Whistle was blown while ball was rolling around on ground. Play is dead. 4th down.

Close on the arm coming forward. That's why you pocket the whistle, let it play out.
