It's always been a rule as long as the 2 pt conversion has existed.
Also, if you score to go up 1 or 2 with less than 10 seconds left, the smart thing to do is kneel on the PAT

Regardless of the outcome, it is apparent that Charlie is bringing Texas back. Probably not as fast as he wanted to, but it's slowly but surely happening.
