So? As long as you don't enter the neutral zone, you can move on defense all you want. The only explanation is if they were yelling snap counts, as baytiger said.

If he's not entering the neutral zone at all, how is it a penalty? The defense always jumps around and moves all over the place, why is it a penalty now?

Penalty was probably not for moving but for making a noise simulating the snap.
