I think they mostly just complied with the first round since it would count for being able to travel internationally without issues, they don't want to lose the social status they always dreamed of and they are in such great shape those shots weren't going to have negative impacts. Now is different because the boosters plus natural antibodies is a drastic turn that starts presenting unknown risks. I can understand giving these to who we know are vulnerable but think this will cause hesitancy.
