Modifying the Rooney Rule

There is a thread about the virtues or lack theroff in regards to the Rooney Rule over on the CC board but i know a lot of people don't go over there very often so I though I would bring it here and get some thoughts.
My position is this: I think the Rooney Rule should really be in place for entry or 2nd level coaching positions. The main reason you have fewer minority head coaches is because you also have fewer minority coordinators and so forth. The hard part is just breaking onto a staff in the first place. Once you;re there you will get promoted if you can help the team win.
I don't think anyone is saying "i'm not going to hire this guy because he's black", but the decision makers do tend to hire people that most mirror their background, which statistically favors a white candidate. A Rooney Rule for those entry level jobs would give minorities the opportunity to break in and once in they will rise or fall on their own merit.

Following the Tea Party/Libertarian/Wingnut position, the NFL is a private entity and the membership creates the rules. If the membership of the NFL decides they don't need or want the Rooney Rule, they will change it.

Right.....but do you ever hear complaints over the lack of Hispanic coaches? No.
That rule is to get black coaches. Just like the constant complaining a few years ago over the lack of black QBs.

The rule is for minorities period. The complaints were also by white people who knew some black coaches had the qualifications. The rule is to open the door for interviews not demand hiring. Make sure you iron your butt hurt sheet tonight.

Why aren't there any women coaches in the NFL?
Every single coach in the league, head coaches and assistants, is a male. Really NFL? You're trying to tell us that there is not one qualified female coach out there?
I believe the NFL should institute a "Poony Rule" requiring all NFL teams to interview a woman for all coaching vacancies.

Okay buddy - who is it for then? Words on paper don't mean shite - the rule can state "minority" all day long, but in the end it means blacks...stop denying it.
