Instead of teams trading stars for unproven prospects they would have a pool of money from the bigger market teams to invest in their farm system or keep some of their MLB players

It's a catch 22. The amount of prospects and already realized talent a team would have to give up to get Mike Trout would set back almost any team he went to.
