100% sure not one of the 18 kids is non white the assumption that the at risk single parent kids are black is understandable

Why it would be an incorrect assumpition is centre county pa is white
Uncle Jer would have to drive 4 hours to Philly 3 hours to Pittsburgh or 2 hours to the state capital to find a victim pool if his fetish was black boys and his method of obtaining them was thru the at risk door
