I just don't get the purpose of the uniform. Is it random? Did Maryland used to wear something similar (like the old school Green Bay or Denver uniforms)?

Those are better than the all flag helmet they've been wearing.

The pic in the OP clearly has a logo in the bottom right corner that indicates they are celebrating 125 years of Maryland football. One could surmise, based on that clue, that these are throwbacks.
Or one could do a google search and find out...
