TLDR: New Arena coming. Las Vegas will be awarded first. Losing bidders can pivot to Seattle if they want.

You are basically bidding $8B for the team, $2B for the Arena and an additional $3B for all the events you can host on the 300 other nights the NBA is not in town.
Having the NBA Vegas team will be a liscense to print money.
