First, this stat sounds absurd. So if correct, which other WR has anything close to this?
Second, Percy Harvin ran something close to a 4.5 I believe. No way are Rice, Percy, etc slow.

Harvin ran a 4.41.

Rice was allegedly clocked at 4.45( closed to Harvins time) ,but ran a " disappointing 4.58. That's how the Rice is slow Urban legend began. It's somehow grown to 4.71
The 40 yd dash has become so extremely important that guys spend months with professionals trying to perfect their reaction times to carve off a few tenths of a second in the 40. That wasn't happening in 1984 . MLB does the 60 yard dash & I think would be a clearer indicator of overall speed than the 40.
