Is there an NFL draft if there is a lockout?

What happens to the draft if the CBA expires at the end of March? Can underclassmen change their minds? Will they get drafted and then be unable to sign, and pretty much be stuck for a year?

yes because the collective bargaining agreement expires after the draft.

Draft will happen even with a lock out
