Everyone set, dl cant encroach, OL cant as much as move a hand, yet qb can get under center and set, and start calling signals, but then is allowed any motions he desires..waving arms, standing up, dropping back to shotgun, etc.

this isn't true. There's things he can't do or they'll call a false start.

QB needs to be set too before the ball is snapped.

More evident on llays when trying to draw offsides. Yes hes set, barking loudly. Then can jerk and stand up, and call a TO afterwards.

Better question is why do qb’s under center start leaning backwards right before the snap and are never called for movement/false start anymore!
