Because they screwed up Chiles predetermined start value. It had nothing to do with judges on the floor.

The US saw her start value at 5.8 in multiple rounds and ignored it. They deserve some of the blame here too.
Regardless, stepping OOB isn’t subjective in this case. The whole thing is a clusterfrick.

The IOC could have made this easy by awarding 3 bronze medals to settle the controversy over the US appeal of Chiles’ start value and to right the wrong of the 5th place Romanian being penalized for stepping out of bounds when she clearly didn’t.

Another wonderful example proving that one cannot be saved by the law, because law only brings convictionto error. Grace is the Way. There is no legal solution that will satisfy this medal situation.

IIRC both Romania and the US asked for this - the problem is that the FIG (governing body for gymnastics) has rules in place that only allow them to place one person for each medal. So, it couldn't be done.
