You can't be fined for an actual foul. The flop fines are for actual flops...not being touched and acting like you we're shot. He just over sold a hard foul

He was dramatic. That's not flopping. Ginobili knows how to flop. Tony knows how to sell. Would've been a flagrant either way. Rule of law. Manu yanking tony down by the forearm is a flagrant foul by the rule. It's not a well worded rule. But the refs have called it that way all year
