Yes, what makes it even weirder is that FIA didn’t even announce what the punishment was. But, it had to be pretty significant for them to be this far off the pace.

Ferrari was 100% doing something that was either illegal, or a loophole so well hidden that FIA couldn't determine if they were doing anything illegal. I think that was why the findings were sealed, because it would make both Ferrari and the FIA look bad.
There had to have been something with the engine, because both the Scuderia and all their customers are arse this year.

Probably the only way to catch Ferrari was during the act. If Ferrari wrote their software to watch the FIA software that was never going to happen.
