If multiple, intentional penalties on play they get the penalty yards and time back on clock

It may sound stupid but the Bills should have rushed only 2 on the first play of the KC final drive. 9 in coverage would have forced most of the 13 seconds off the clock. KC would have probably been forced to throw a Hail Mary from mid field.
