He didn't just do it one time. He did it two more times after the initial warning.

The group was initially told they were behind and needed to catch up. Guan was only warned on 13. Everyone on the course was slow due to the conditions. Also, Guan was playing with a guy that was shooting over 80. Lastly, because he is 14 and weighs 130lbs, he was hitting first on every approach shot making him the target and scape goat for the entire slow group.

Your timer starts when you find your ball, when the other players get to their ball and you're declared away. It doesn't take 40 seconds to hit a shot but god damn, if keegan Bradley doesn't take 5 shots a round, no one should take any.
