The grad transfer rule was based in education. Telling people if they graduated early they were free to go anywhere they wanted. It incentivized focusing on education and was a way for people who weren't starting to go somewhere to start without losing eligibility.
The portal is based in money.

How does Notre Dame losing make Brian Kelly a better coach?

The opening weekend schedule for college football last year was absolute dogshit. fricking Colorado vs. TCU was the second biggest game of the weekend after the Labor Day matchup between Florida State and LSU. This year, we had Georgia-Clemson, Notre Dame-A&M, Florida-Miami, and LSU-USC. Not surprising that this year did much better in the ratings.

People wait for months for the star of college football. They’ll watch any games.
