Alabama is strict, yes, but they still allow some freedoms for their players. That is why Bama recruits so well. They've got enough discipline to please the parents and enough freedom to get the kids excited.
Texas needs some middle ground. What's next? No hats in buildings?

Texas has enough $$ to buyout the leases for every student that is currently living off campus. As long as they offer the same benefit to every UT student, then the NCAA might be ok with it, I guess?

Those new dorms we built by the Athletic Complex were built to room 49% athletes and 51% regular students. So technically it's not an athletic dorm. Most of our athletes stay in that dorm.
Very nice - granite counter tops/flat screens/hardwood floors/roomy floor plan. They are very nice and +/- $5500 per semester.

I love this because it will help A&M recruiting immensely.
The lone trump card that UT had left in the recruiting game was selling guys on living the good life in Austin. Now Charlie is taking away the off-campus boondoggle (in case you aren't aware of this - players typically go in on a super cheap place to live (often booster-provided at a mega-low price) and then pocket the leftover living stipend money - Charlie is taking away their spending money with this move) and promising dorm living and Stalinist big-brother experience.
Now Sumlin gets to sell freedom and the off-campus living stipend boondoggle and doesn't have to contend with Mack selling guys the Austin Experience anymore. This is like Christmas. Thanks, Charlie!

The campus may be state funded, but it's still private property. They can institute rules regarding speech and gun control as they please.
