Why do you have to maintain control of the ball once you've crossed the plane? Seriously that doesn't make sense.

No. It's not like a running back crossing the plan with control. A receiver still has to control it through the ground or have clear possession with a body part on the ground. Dobbins was in the air when he possessed it...clearly lost control when he hit the ground.
